Statement on Changes to NYC’s Middle and High School Admissions System
As we close out 2020, we are celebrating overdue wins in NYC’s school admissions system, which would not be possible without the tireless organizing of students, parents, teachers, principals, and education equity leaders. I’m hopeful that we’re moving in the right direction as a city, towards an anti-racist and integrated education system that works for each and every one of the over 1 million students attending public schools in NYC.
The Department of Education (DOE) has made two key reforms, both of which will reduce harm caused by decades of academic segregation and structural racism:
- academic admissions screenings in middle schools are paused for one year
- geographic priority for high school admissions is eliminated
While these changes will bring necessary reforms, especially at a time that has exacerbated education inequity for Black and Brown, limited English proficient, disabled, low-income, and homeless students and their families, the fight for real integration doesn’t end here. I stand with education equity leaders in their demands to 1) suspend admissions screenings across middle and high schools and 2) suspend high stakes exams for G&T programs and specialized high schools.
To apply screenings for admissions to middle and high school to start in 2021–22, schools would have to look at a student’s grades and test scores from the 2018–19 school year instead of the 2019–20 school year due to the COVID-19 pandemic. Deciding that it was unfair to evaluate students applying to 6th grade by their grades and test scores as a 3rd grader, they eliminated screens for middle schoolers. But the DOE did not apply the same standard to students applying to 9th grade, which means that they will be evaluated by their 6th grade scores and grades even though students may have struggled in 6th grade adjusting to middle school more than two years ago. This decision to not eliminate academic screenings for rising 9th graders is unjustifiable. Academic admissions screenings have got to go for middle and high schools — this year and forever.
Screenings are racist and discriminatory, and they harm Black, Brown, and low-income students and play a major part in keeping our schools segregated. I have witnessed it first-hand growing up in our city’s schools and it drives me to organize everyday with young people. We have to get rid of these screens permanently to show students that we know they are more than a grade or a test score. While removing screenings is an urgent step, our schools will remain segregated if we don’t make an intentional effort to integrate them through admissions priorities for students from marginalized communities. I am especially proud of the D15 plan for its integrated admissions model, and the DOE should look to it in building out their system-wide plan. As it stands right now, the DOE has not presented an intentional integration plan and will undoubtedly face serious pitfalls.
There is still so much more work to be done. To all the advocates who have brought us to today’s win: I will always stand with you in this fight for integrated, equitable, and culturally responsive public schools. Together, we’re standing on the right side of history and standing up for the students who deserve a better education in schools that are equitable, integrated, and fully funded.

২০২০ সালের শেষপ্রান্তে এসে দেরিতে হলেও নিউ ইয়র্ক সিটির পাবলিক স্কুলোগুলোর ভর্তি ব্যবস্থা নিয়ে আমরা একটা বিজয় উদযাপন করছি। সব বর্ণ আর শ্রেণীর মানুষের জন্য শিক্ষার সুযোগ নিয়ে কাজ করা ব্যক্তিবর্গ, শিক্ষার্থী আর তাদের বাবা-মাদের অক্লান্ত শ্রম ছাড়া এ বিজয় অসম্ভব ছিলো। আপনারা নিশ্চয়ই জানেন, নিউ ইয়র্ক সিটিতে পাবলিক স্কুলগুলোতে ১০ লাখেরও বেশি শিশু-কিশোর পড়াশোনার সুযোগ পাচ্ছে। আমি আশাবাদী, এই শিক্ষার্থীদের প্রত্যেকের জন্য বর্ণবাদ-বিরোধী এবং মজবুত একটা শিক্ষা ব্যবস্থা গড়ে তোলার সঠিক পথেই আমরা এগিয়ে চলেছি।
ডিপার্টমেন্ট অব এডুকেশন (ডিওই) অতিসম্প্রতি দু’টি বড় ধরণের পরিবর্তন এনেছে শিক্ষা ব্যবস্থায়। এগুলো হচ্ছেঃ
- মিডল স্কুলে একাডেমিক ভর্তি বাছাই পদ্ধতি এক বছরের জন্য স্থগিত করা হয়েছে।
- হাইস্কুলে ভর্তিতে এলাকাকে প্রাধান্য দেয়ার পদ্ধতি বিলুপ্ত করা হয়েছে।
নতুন এ সিদ্ধান্ত আশা করছি একটা পরিবর্তন নিয়ে আসবে। বিশেষ করে এমন এক সময়ে, যখন বিদ্যমান ব্যবস্থার কারণে কৃষ্ণাঙ্গ ও পিঙ্গলবর্ণের (Black and Brown) জনগোষ্ঠী, সীমিত পর্যায়ের ইংরেজি জানা, প্রতিবন্ধী, স্বল্প আয়ের ও গৃহহীন শিক্ষার্থী এবং তাদের পরিবারের প্রতি শিক্ষা বৈষম্য আরো বেড়ে গেছে। মনে রাখতে হবে, নতুন এ সিদ্ধান্ত এসেছে বলে শিক্ষাব্যবস্থাকে আরো সংহত বা সমন্বিত করতে আমাদের লড়াই কিন্তু শেষ হয়ে যায়নি। শিক্ষা-সমতা প্রতিষ্ঠার লড়াইয়ে নিয়োজিত নেতৃবৃন্দ ১) মিডল স্কুল ও হাইস্কুলে ভর্তি ব্যবস্থায় বাছাই পদ্ধতি (স্ক্রিনিং) স্থগিত করা ও ২) জিএন্ডটি প্রোগ্রামে এবং বিশেষায়িত হাইস্কুলে কঠিন রকমের পরীক্ষা পদ্ধতি বাতিল করার দাবি করে আসছেন। আমি তাদের এ দাবি আদায়ে সাথে আছি।
কোভিড নাইনটিন মহামারীর কারণে, মিডল ও হাইস্কুলে ভর্তি-বাছাইয়ের আবেদনে স্কুল কর্তৃপক্ষ ২০১৯-২০ সালের পরিবর্তে শিক্ষার্থীদের ২০১৮-১৯ সালের গ্রেড ও টেস্ট স্কোরকে আমলে আনা উচিত বলে মনে করেছে ডিপার্টমেন্ট অব এডুকেশন (ডিওই)। সেকারণে, ৬ষ্ঠ গ্রেডে আবেদনকারী শিক্ষার্থীদের বেলায় তাদের ৩য় গ্রেডের ফলাফলকে মুল্যায়ন সঠিক নয় ধরে নিয়ে মিডল স্কুলের সেই বাছাইপদ্ধতি বিলুপ্ত করেছে তারা। কিন্তু, ৯ম গ্রেডে আবেদনকারী শিক্ষার্থীদের জন্য সেই একই প্রক্রিয়া গ্রহণ করছে না ডিওই। এর অর্থ দাঁড়াচ্ছে, শিক্ষার্থীরা মুল্যায়িত হবে তাদের ৬ষ্ঠ গ্রেডের স্কোর ও গ্রেড দিয়ে। ৯ম গ্রেডে আবেদনের জন্য এই একাডেমিক বাছাই প্রক্রিয়া বাতিল না করার কোন কারণ আছে বলে আমি বিশ্বাস করি না। এবং, এ প্রক্রিয়া শুধু এ বছরের জন্য নয়, সবসময়ের জন্য বাতিল হওয়া উচিত বলে আমি মনে করি।
এ বাছাই প্রক্রিয়া বর্ণবাদী এবং বৈষম্যমূলক। এবং, এ প্রক্রিয়ায় কৃষ্ণাঙ্গ, পিঙ্গলবর্ণ এবং স্বল্প আয়ের পরিবার থেকে আসা শিক্ষার্থীদের জন্য ক্ষতিকর। শুধু তাই নয়, আমাদের স্কুলগুলোর একটিকে অন্যটি থেকে আলাদা করে রাখতে এ প্রক্রিয়ার বড় ভূমিকা রয়েছে। আমার অভিজ্ঞতা বলছে, সিটি স্কুলগুলোতে এ অবস্থা দ্রুত বাড়ছে। একারণে, আমি আমাদের তরুণ সমাজকে এ অবস্থার বিরুদ্ধে সংগঠিত করার কাজে উদ্বুদ্ধ হয়েছি। আমি মনে করি, স্কুলের এই যে বাছাই প্রক্রিয়া সেটি স্থায়ীভাবে বিলুপ্ত করা উচিত। শিক্ষার্থীদের এ বার্তা দেয়া প্রয়োজন, তারা যে একটা গ্রেড বা টেস্ট স্কোরের চেয়েও অনেক বেশি কিছু, সেটা আমরা বিশ্বাস করি। বাছাই প্রক্রিয়া বাতিল করা একটা জরুরি পদক্ষেপ। এর পাশাপাশি, প্রান্তিক জনগোষ্ঠীর শিক্ষার্থীদের ভর্তি প্রক্রিয়াকেও অগ্রাধিকারের ভিত্তিতে বিবেচনা করতে হবে। আর, এমন ইচ্ছাকৃত প্রচেষ্টার মধ্য দিয়ে আমাদের স্কুলগুলোর মধ্যে যে বিচ্ছিন্নতা, সেটা দূর করা সম্ভব। নিজেরা একটা মজবুত ভর্তি মডেলের পরিকল্পনা করেছে বলে আমি স্কুল ডিসট্রিক্ট ১৫কে (D15) নিয়ে গর্বিত। ডিপার্টমেন্ট অব এডুকেশন (ডিওই) নিজস্ব একটা ভর্তি পরিকল্পনা গড়ে তুলতে তাদের এ মডেলের দিকে নজর দিতে পারে। এখন পর্যন্ত আমি যা দেখছি, ডিওই নিজের ইচ্ছায় টেকসই কোন ভর্তি পরিকল্পনা গ্রহণ করেনি। এ অবস্থা মোটেও সুখকর কিংবা স্বস্তির নয়।
আমাদের এখনও অনেক কাজ বাকি। যে সব সম্মুখযোদ্ধার কারণে শিক্ষাখাতে আমাদের এ বিজয়, আমি তাদের কথা দিচ্ছি, আপনাদের সাথে আছি। মজবুত, বৈষম্যহীন এবং সাংস্কৃতিকভাবে ক্রিয়াশীল পাবলিক স্কুল-ব্যবস্থা গড়ে তুলতে আপনাদের সব সংগ্রামে আমি একাত্ম। একত্রে, আমরা ইতিহাসের সঠিক পথে হাঁটছি। সেই সব শিক্ষার্থীর জন্য আমরা লড়ছি, যারা স্কুলে আরো ভালো শিক্ষাসুবিধা পাওয়ার অধিকার রাখে। যে শিক্ষা হওয়া দরকার বৈষম্যহীন। সেই সাথে, একটা শিক্ষাপ্রতিষ্ঠানে মানসম্পন্ন শিক্ষা পরিবেশ তৈরির জন্য শিক্ষা উপকরণ, শিক্ষক, আধুনিক শ্রেণীকক্ষ, ভালো খেলার মাঠ- এসবের জন্য সিটি এবং স্টেটের কাছ থেকে তহবিল পাওয়ারও অধিকার আছে তাদের।
